How much money does public transportation pay out to subcontractors?

I know our bus systems Votran(Daytona) and Lynx in Orlando use taxi and other subcontractors to cover the clients, who either missed the bus or was misplaced in some way. The taxi companies and paratransits charge alot more than what the bus companies charge the customers, and in many instances even the base rate is paid by the government. The public transport companies don't put the stats out on the web, for some reason. My guess is they are using tax dollars to pay private services in excess of what is reasonable, I.E. a $2 dollar bus ride missed by a handicapped person, becomes a $20 dollar taxi ride. My thought on this is if the public transports were prohibited in using subs we would save millions per year.
